You're screwed. She doesn't want to listen and if you force her hand she will resent you. Before throwing out the D word I'd try to see if she would do couples counseling so you both can try to work towards a compromise with a mediator so to speak.
Yeah I don’t cuddle with my girlfriends. Not for prologed periods of time. Like a quick hug and what not or sometimes I’ll sit close to them in a couch if there’s no room. But there will be no actual cuddling like holding or embracing or anything like that, just to watch a movie.
This was a recipe for disaster because people with small dogs don't take these issues as seriously as large dog owners. As soon as these issues presented themselves one of the (presumably the younger) dogs should have been rehomed. It's one thing to live! in constant vigilance with two dogs like this (which sounds incredibly stressful and exhausting for everyone involved), but you can't expect others to understand just how quickly things can escalate. The dogs should have been professionally boarded, or at least kept in separate homes.
