Your judgment call. Mental illness isn't an excuse for her to keep her kids. It depends on how those kids are doing. If there is more harm than good from her, then regardless of her situation those kids don't deserve to be sacrifices. If you think those kids are better off with a mentally ill parent then don't call. If you think they are worse with her then call CPS.
Her behavior and response to your questioning (as well as your very lengthy post) leads me to believe things like this happen semi-regularly in one form or another. Please evaluate your behavior and do better.
