My take on this is that your situationship partner has a much more liberal approach to relationships than you do. The Mother and Sister are both seeing other people than their main partner openly enough that you and he both know about it, and you know the Mother, Sister and your partner all approve of these relationships.
Is it possible that your partner comes from a Non-monogamous household?
Perhaps fear of bringing that up to you, who seem to have a more traditional, monogamous approach to relationships, is the base of this issue.
