1. It's tough, these conversations at your age. If he is saying it's “heavy” then it just may be too much emotionally for him right now and he needs the stability of living with his parent. And that's ok.

   You do have the right to consider if this is okay with you. Or maybe just moving closer to him until he is ready (but I wouldn't recommend moving to be with him if it means giving up much of what you already have, changing colleges if you are already in a good program, going against family wishes etc.). You're still young, and so is he. And it's ok to make decisions that will put you in a more stable place too.

   I was 19 and moved states to be with my boyfriend, but he never put in the work to be with me. Looking back I wish I had never done that. But youth and love make us do dumb things. Doesn't sound like you'd make a mistake like that though.

   I think just talk to him, ask what is holding him back and what he is afraid of.

   He also may just be too immature to deal with things like moving out right now. It's a tough transition mentally going from school, which is all he has ever known, to working in the real world. Perhaps that alone has him having some depression or crippling anxiety that has nothing to do with you as a couple, but if he doesn't tell you then you'd never know.
