I really don’t mean this in a mean way but I had to go back after reading your post to double check that this wasn’t like a 16 year old writing this post. You’re 28, you just have to find the courage to just go up and ask him out for a coffee or a drink of any kind. Just find a day that works for both of you, I saw in a comment you get off at different times but cafes stay open until late so that’s really a non issue in my eyes.
I am riddled with social anxiety as well but at some point I just had to push through it or otherwise I will just get nowhere in life. If he ends up saying “sorry I have a gf” then you just say “okay, no worries”. It doesn’t have to be some awkward interaction or awkward when you interact with him again either. It’s only awkward if you make it awkward.
