I think that at a certain point a child is better off without a parent than with a neglectful/deeply problematic one.
Depression can be a bitch but people who have a reason to want to get better (I'm thinking of your child) can try to tackle it. Is therapy an option she considered? Farmaceutical help?
The fact that she can't do it on her own without help isn't the problem, I think, but if she doesn't seek help (I hope it's an option), then there is very little you can do to make her.
What you can and should do is not letting her drive while inebriated and until she manages to get her license back. Where does she get the money for drugs and alcohol? If it's from you don't enable her anymore.
(maybe have a talk with a health professional about it if you can – is she self-medicating?)
You tell your wife that she has 24 hours to convince her friend to tell her husband or your wife needs to tell him.
