This is so incredibly immature. You don't want to propose because she's asking you to do it? Wtf? Do you want to be married or not? Because all of this is reading as a big fat NO.
It's been 5 years my guy. I get taking some time to decide on a lifelong commitment, as you should. But you supposedly say you want to be married to her, so why haven't you proposed yet? “Because she's pestering me” isn't an excuse, because if you wanted to marry her at this point you wouldn't be deterred her communicating that she wants the same thing.
Is it the finances? Buy a less expensive ring or go on a payment plan. Is it the idea of planning a wedding? Elope. Scale down the event into something more low key and manageable. Is it your girlfriend? Dump her.
This is so easily solved that I am having major doubts that you even want to marry this woman. Talk to her. Give the poor woman a timeline so she can either have some reassurance that a proposal is ever coming her way and she's not getting strung along, or break up with her and stop wasting her time.

For starters you two got married WAY too young. Your best bet is probably to move out and live! separately for a while and see if this very immature spouse of your can get their act together. It's usually fatal to a marriage to cohabit with parents anyway. So if you're working get yourself an apartment and set things up to where once he grows up a little and gets (and keeps) a job he can move in with you. Living with his parents hasn't allowed him the ability to fully enter adulthood.
