It sounds like she made it clear to you that meeting up, if you still had feelings for her, wasn't a good idea. It sounds like that was her trying to nicely tell you where she stood on the matter.
Also, have you considered how inappropriate it would actually be to send a message like that right after someone has come out of a committed relationship? Have you considered that she could be grieving for the loss of that relationship right now?
Years have passed since she told you you had been her best boyfriend, OP. If I received a message like this from an ex, in this context, I would actually worry that said ex had an obsession issue going on.
