He's not forgotten it he's just hoping this time around you'll change to what he wants. It also downplays his responsibility and actions.
Given that its 4 months you two are noticing a pretty decent incompatibility.
I don't know how these conversations go. However a constructive way to try to fix or at least address this issue is let him know before you're going to watch a show or dance or whatever so he knows and is aware you are not going to reply.
For example
Sometimes I’m doing something that takes my attention away, like watching a suspenseful show or work or hanging out with friends or family.
“Hey I'm hanging out with my friends so I might not reply” “hey I'm watching a show so I might not reply” etc.
From there he's now aware you might not reply explicitly. So if he hits you with the “babe?” text you can tell him yea I got busy like I said and forgot lol.
If he doesn't like it he is free to break up with you. Similarly if you don't like his babe? texts you are free to break up with him. IMO he's not forgotten it but more so expected you to change for some reason. That's an assumption on my part though.
