Agreed. It doesn’t sound like Bob bailed because of the letter, it sounds like he bailed because OP is going to be there and know what he did. This would be true with or without the letter.
Bob also could be trying to make drama and blame OP, otherwise he could have just declined the invitation and said he already had plans. He was probably hoping that a) they would un-invite OP so he would go or b) be mad at OP for “creating” drama, when really OP is trying to prevent drama on the actual day.
