So first off, you need to let him know that his clinging to “almost” doesn't even matter. Whether they had full sex or not, he absolutely cheated on you. He needs to be willing to acknowledge that. A penis doesn't need to go into a vagina for infidelity to “count”
As for how to move forward, I absolutely agree with everyone who says marriage therapy. But you have other questions to maybe deal with sooner than that. How often will he be traveling for work?
