I think you are over reacting; what if he doesn't “love” you enough to say it yet? Does that mean he isn't a good boyfriend? That he doesn't like you and care for you alot? That he won't love in more in time? Why is your emotional gauge how both of you should feel?
If your relationship is otherwise good, you shouldn't rush to end a good relationship or accuse him of wasting your time, because he isn't ready to say I love you.
I honestly think you need to let this go and give it time; I think you are embarrassed and your ego is a bit hurt and those emotions are leading you to this over reaction.
Everyone reaches different phases at different times and it seems like your expectations are unreasonable.
