That clarifies some things. I think I lean towards agreeing with u/EdgePunk311. Your brother, even allowing for the BPD, is not a nice person. It sounds like the upbringing and parenting likely played a significant role in making him into the person he is today, but that doesnt mean you have to deal with him or try to rebuild a relationship.
Some of the things you describe are not very nice at all, some are fairly mild, but regardless of the individual events it is clear that Yes, you are traumatised by his actions. I don't think you need to explain anything more to him and it would also be wasted. His opinion is extreme and it clearly won't change enough for you to reconcile.
Yea it will be best for both of you in the long run. Give her enough time to prepare, but be firm about an exact date. Also, don't expect for her to contribute anything at all in terms of expenses.
