It is super inappropriate for him to speak to potential workplaces on your behalf. That makes you look incapable and less employable so he needs to stop doing that.

You definitely shouldn't be her friend. I don't like the way we are so eager to throw words like manipulative or toxic around, so I do my best to dampen that. I have admit that had you reacted in the way she seems to have wanted it is totally possible she would have taken further steps into actually being manipulative towards you and later this incident would be part of that big picture.
But again that larger pattern doesn't exist, so I think it is better to see this as her internal emotions bubbling into unreasonable and block worthy behaviour, but not label it as manipulative.
